The UIGEA makes it illegal for banks to process credit card transactions with offshore gambling and poker establishments, making it very difficult for US citizens play, unless you obtain an offshore bank account.......

The major difference between poker and gambling is that in poker every player has an equal chance to win. In gambling the house has a definite advantage against the player. Therefore it can be said that poker is fair, and gambling is not.
